BRO Partnership (BRO) were appointed to undertake an evaluation of the Community Land Advisory Service Cymru (CLAS Cymru) by Social Farms & Gardens (SF&G) in April 2024. The purpose of this evaluation was to review the delivery of the service during the current funding period April 2022 – March 2025, with a focus on a qualitative assessment of delivery and outputs.
Fieldwork was undertaken during the summer of 2024 and included:
• Completing a Logic Model for the service;
• A desktop review of policy alignment and input;
• Interviews with members of the CLAS Cymru team and other SF&G staff;
• Interviews with key stakeholders and service users.
This report sets out how the service delivers against Welsh Government Policy and Priorities, provides case studies highlighting the importance of CLAS Cymru in the journey of three community groups, and assesses the value for money the service provides.
